Thomas Building (Goddard School and Offices)
Preliminary Plan Hearing
January 14, 2010, 9:00 AM

The Preliminary Plan hearing before the Planning Board of for the Thomas Building (Goddard School and commercial offices) on Route 108, near the intersection with Norwood Road, is scheduled for Thursday, January 14 at 9:00 AM.

The Planning Staff’s Preliminary Plan report on the plan is available for your inspection.  The staff recommends approval subject to a number of conditions that are detailed in the report.  The Preliminary Plan itself is also available.

The process for construction of the Thomas Building has already included a Development Plan Amendment Hearing to determine if the use is appropriate. The use was determined by the County Council to be appropriate.  The Planning Board had expressed concern about the massiveness of the development in the rural village of Sandy Spring, and recommended some additional binding elements that were supported by the County Council.  These additional binding elements are:  (1) number of buildings not to exceed 4; (2) gross floor of all buildings not to exceed 86,077 square feet, and the gross floor area of the proposed building not to exceed 35,000 square feet; (3) height of the proposed building not to exceed 30 feet or 2 1/2 stories; (4) development of the property not to exceed the standards of the C-T zone, as they existed on April 25, 1989.  The latest Preliminary Plan adheres to the revised binding elements.

If the Preliminary Plan is approved by the Planning Board, there will be a Site Plan review by the Planning Board that will cover details about the design of the building.

We encourage you to let the Planning Board know of your views during the Preliminary Plan phase by either sending letters or testifying at the meeting on January 14.

The Preliminary Board hearing will be held on Thursday, January 14, 9:00 AM, in the auditorium at the Park and Planning Commission building at 8787 Georgia Avenue in Silver Spring.  There will be an opportunity for members of the community to verbally express their opinions.  If you would like to testify, call 301-495-4600 to register.  You can also register online.  Testimonies are limited to three minutes, and if you have written testimony, bring ten copies to the hearing.
